Votes to set the node sale contract addresses for the upcoming Paloma Lightnode sale.

Motivation

Paloma deployed updated Compass v1.1.1 with functionality for the Paloma Light-Node sale. All node sale contracts have the Compass contract address hardcoded to avoid exploits. Additionally, some other updates were made on the node sale contracts. Therefore, the Paloma LightNode client contracts need to be set again in Paloma via governance.
